Puerto Rico Science, Technology, and Research Trust
Dr. David Gulley is Founding Director of the Technology Transfer Office (TTO) of the Puerto Rico Science, Technology, and Research Trust, a regional TTO serving the island’s public and private universities. He also serves as a Champion for the Puerto Rico Legacy Fund in support of local innovation. For more than 30 years, David has been active in technology transfer, industry engagements, and international professional development.
Before establishing the TTO, he led a collaboration between the Association of University Technology Managers (AUTM) and Chile’s CORFO to establish 21 technology transfer offices in Chile. He retired from the University of Illinois where he served as Associate Vice President,
Technology and Economic Development, and Assistant Vice Chancellor for Research at the Chicago campus. David is a past AUTM board member and currently serves in the AUTM Cabinet as Chair of International Strategy, overseeing regional committees for Africa, Asia, Canada, Europe, and Latin America. He is past Chair of the Certified Licensing Professionals, Inc. (CLP) and is current Chair of CLP Standards, Admissions, and Recertification. He served as AUTM’s first representative to the Alliance for Technology Transfer Professionals (ATTP) and is a current member of the Review Panel for the Registered Technology Transfer Professional (RTTP) credential. In 2006 he was selected as the first France-USA Technology Transfer Exchange Fellow and is the recipient of the 2019 AUTM Chair’s Award.
